Precision is the practice
Altor Consulting is a boutique, principal-led dangerous goods and logistics consultancy. We take on the classification, documentation, training, and program work that has to be right the first time. We do more than apply the rules - we explain them, and we find the compliant path that fits how you actually operate.
Led by the person doing the work
Emmanuel Bronson is an operations and logistics leader with sixteen years across defense, aerospace, and technology, and the dangerous goods expertise that holds up under audit.
His career spans air terminal operations, passenger services, training, and ramp and cargo operations in the United States Air Force at bases in the U.S. and Germany. He went on to lead dangerous goods programs and air planning at Flexport, and to help scale eBay's International Shipping program across 190 markets. Today he directs deployment operations for a major division at Anduril Industries - work that keeps him close to the regulated, real-world movement of complex cargo.
That combination - uniformed air-cargo discipline, freight-forwarding DG depth, and defense-tech deployment at scale - is what every Altor engagement draws on. You work with the principal directly: no handoffs, no junior desk.
- AndurilDeployment OperationsDirects end-to-end deployment across programs of record and customer environments - defense technology, at fleet scale.

Compliance is the floor, not the finish
Anyone can read you the regulation. The harder, more useful work is translating it - telling you what a rule means for your shipment, your packaging, and your timeline, and finding the compliant path that actually moves the cargo.
When the obvious option is blocked - an awkward substance, a difficult mode, a tight route - we don't stop at "non-compliant." We find the defensible way through, and we show our work so you can stand behind it.
What that looks like
- › The reasoning behind every determination, in plain terms
- › Options weighed - mode, packaging, quantity, routing
- › Trade-offs named, not buried
- › A path that is compliant and operationally workable
- › Documented so it holds up under review
Shippers, programs, and primes
We support clients moving regulated cargo across civil and defense channels - manufacturers and shippers who need defensible classifications and declarations, organizations building or refreshing a DG compliance program, and defense contractors preparing hazardous materials for military air shipment. We are based in Southern California and serve the Los Angeles, Long Beach, Orange County, and Inland Empire freight corridor, with remote delivery nationwide.
Whether the deliverable is a single corrected DGD or a full courseware set, it is treated as a professional work product that may be reviewed by clients, auditors, carriers, or regulators.
Engagement at a glance
- › Principal-led - direct access, no handoffs
- › Civil and defense, all transport modes
- › Scoped to your operation's size and maturity
- › Outputs cited, versioned, and audit-ready
- › Clear boundaries on advisory vs. certification
Six rules behind every deliverable
Accuracy over fluency
We never invent or guess a UN number, shipping name, class, packing group, or special provision. If a value isn't supplied or verifiable, we say so and request it.
Show reasoning & sources
Every classification or documentation output cites the controlling section, paragraph, or column - §172.101 table, IATA 4.2, IMDG DGL.
Inputs before output
We gather the full data set - composition and CAS for an SDS; mode, route, quantity, and packaging for a DGD - before producing a deliverable.
Advisory boundary respected
Outputs are decision support. Final review, sign-off, and any required signatory or certification function rests with the responsible human.
Jurisdiction & mode first
The same article is regulated differently by air, sea, road, and rail - and by country. We identify both before we classify.
Audit-ready by default
Tables for classification data, numbered steps for procedures, clear headings for client-usable deliverables - formatted to survive review.
Never a remembered edition
The IATA DGR changes every year. The IMDG Code changes every two years. Others run on their own clocks. We never work from memory - we cite the exact edition that governs your shipment and check it against the live publication before sign-off.
