IMDG dangerous goods declaration Long Beach: the paper is still the shipper's
If you are looking up an IMDG dangerous goods declaration Long Beach terminals will accept, start with the shipper's paper. 49 CFR 176.24 bars vessel acceptance or transport without a shipping paper prepared under 49 CFR part 172, or as 49 CFR part 171 subpart C authorizes, unless an exception applies. That paper is the shipper's.
What the IMDG dangerous goods declaration Long Beach movement has to include
Port of Long Beach Tariff No. 4, Item 744 uses IMDG classes 1 through 9 as the definition. Permission from the Executive Director comes before those materials are handled, stored, or moved over a wharf, and handling then follows the IMDG Code and the fire and hazardous material rules that item names. Item 746 is the vessel's notice before arrival. Neither item is the declaration.
49 CFR 171.25(a) allows the IMDG Code for the vessel, and for motor or rail carriage with it, only when all or part of the movement is by vessel. 49 CFR 171.22 still applies.
49 CFR 171.7, on the eCFR display current as of 28 September 2026, incorporates IMDG Amendment 41-22, the 2022 edition. The 28 September 2026 change on 171.7 is not an IMDG edition change. IMO's briefing of 9 January 2026 put Amendment 42-24 in force on 1 January 2026 for ships carrying dangerous goods in packaged form. PHMSA's notice of 9 December 2024, described in HM-215R, proposed 10 February 2026 at 91 FR 5996, remains until withdrawn or modified: no enforcement action for following Amendment 42-24 when the move includes a vessel, with 49 CFR part 172 subpart G emergency response information still required on a highway or rail leg. 171.7 still cites Amendment 41-22. The notice is not an amendment.
IMDG Code 5.4.1 is the transport document and the consignor's certification. 49 CFR 176.27(a) requires a 172.204 certificate. 49 CFR 176.27(b) allows part 172 or IMDG Code certification wording only for an import or export that will not move by rail, highway, or air. The truck to the terminal keeps 172.204.
For a manned vessel in ocean or coastwise service, 49 CFR 176.27(c) requires the person responsible for packing or loading a freight container or transport vehicle to sign a container packing certificate for the vessel operator when the shipment is offered. The unit is serviceable for the materials loaded, contains no incompatible goods, and is properly marked, labeled, or placarded as applicable. The packages were inspected before loading, are properly marked, labeled, or placarded as applicable, are not damaged, and are properly secured. Marks are on the unit and on the packages. The certificate may be on the shipping paper or on a separate document. IMDG Code 5.4.2 is the Code's container or vehicle packing certificate. 176.27(c) is the US minimum for that signature. They belong on the same move. They are separate statements.
49 CFR 172.202 keeps the identification number, proper shipping name, class, and packing group in that order, then quantity and packaging type. 49 CFR 172.203(i) adds the shipper's name and, where Class 3 is a primary or subsidiary hazard and the closed cup flash point is 60 C (140 F) or below, the minimum flash point in degrees Celsius with the basic description. With no test result, the cell waits.
49 CFR 171.25(b)(1) keeps part 177 and part 172 subpart F placards on the highway. 49 CFR 171.25(d) is a single port area, including contiguous harbors, and it excludes Division 1.1, Division 1.2, and Class 7. A trip that starts outside that area stays on 171.25(b)(1). 49 CFR 171.25(d)(2) drops the 172.201(d) emergency telephone only for freight that is not offloaded, or that moves between vessels with no public highway. A warehouse truck keeps 49 CFR 172.604, a numeric telephone monitored through transportation and storage. A callback number does not meet 172.604.
49 CFR 173.22 leaves classification, description, packaging, marks, and labels on the offeror. For a Long Beach or Los Angeles routing, the local desk is at https://altor.consulting/hazmat-consultant-los-angeles.html. The shipper of record signs.
The mistake people make
Shippers reuse the air form.
The current ICAO Technical Instructions Table 3-1 extract lists UN 1133, Adhesives containing flammable liquid, Class 3, packing groups I, II, and III. For packing group II, passenger aircraft is packing instruction 353 at 5 L, limited quantity is Y341 at 1 L, and cargo aircraft is packing instruction 364 at 60 L. Special provision A3 is on the row. Those numbers are the air list. The sea packing provision comes from the IMDG Dangerous Goods List of the edition on the document.
49 CFR 176.30 is the carrier's manifest, transcribed from the shipper's paper. 49 CFR 176.27(c) names the person responsible for packing or loading the freight container or transport vehicle.
How to fix the paper before the gate
Write the vessel document to Amendment 42-24 for the ship. Keep the 49 CFR 171.25 and 172.203 entries, and keep part 172 subpart G emergency response information on the highway. 49 CFR 171.7 still names Amendment 41-22. Where the two lists differ, stop before anyone signs.
Confirm the UN 1133 name on the IMDG list. The air extract says Adhesives containing flammable liquid. Write the 172.202 sequence, the shipper's name, the flash point when 172.203(i)(2) applies, and the sea packing provision from that list. Add the 172.604 telephone and placard the truck under 171.25(b)(1).
The person responsible for packing or loading the freight container or transport vehicle signs under 49 CFR 176.27(c). IMDG Code 5.4.2 is the Code's container or vehicle packing certificate on that same move. The offeror signs under 49 CFR 172.204. The carrier builds the 49 CFR 176.30 manifest from that paper.
